HVS plugins?

I remember hearing some talk awhile back about a plugin system for xvid - and some "HVS Plugins". I am wondering if this is still in development and if it is, where the devs are at. I heard syskin's name mentioned once or twice...

Just wondering what the community knowledge is about this topic.
