I just rebuilt a movie with DVD-RB version .69 and QUENC .56 with 2-pass and trellis encoding. It came out at 3.66GB, so I said AnHa it because I'm removing some audio tracks in DVDRB... So I prepocessed with Shrink and removed the audio tracks...it still came out at 3.66GB.

I have QuEncTargetSectors=2268000 in the INI file. Mine usually come out about 4.16-4.26GB.

I preprocess everything with DvdRemake to remove excess material, could this somehow be the reason?

It's very possible that after removing the audio tracks -- that's all that's left. And neither method is designed to make it bigger. In these situations it is usually best to just use Shrink and tell it to do no shrinking (100%) -- that way the video remains untouched.

DVD-RB will reencode it very well -- but nothing is better than the original.
