OPV with libavcodec Encoders

I have been trying freeENC and QuEnc (both of which are VERY cool and freeware :) but i cannot seem to figure out how to do one-pass vbr with constant quality like in CCE SP. Is there some quality setting im missing here or is this a feature thats not yet implemented?

avcodec doesnt support this really at this time. look at the work Peter is doing in NuEnc though so maybe all things with time. :)
