If i have a PAL DVD, if i rip it to my drive and copy it with DVD Shrink and tell Shrink to make it region 1 will I be able to watch it on my region 1 player or is there something about this that won't work?

You tell DVDShrink to make it all region ;)
Region coding is a bit of a non-issue (it's just some bytes in the IFO), what you should be concerned about is whether your player/tv supports PAL. If not, DVDShrink cannot fix that.

Crap, so if you can only get a dvd that is PAL you can't fix this? You can't rip just the video and author with Maestro and turn this into a watchable movie?

not exactly. as Mathew said, it depends on your dvd player. does it support converting PAL resolution out to NTSC(should probably display with small black bars on the sides or such) ? if yes then there is no problem. if no then either part of the picture may be cut off on playback and maybe the colour wont be shown etc etc etc.
then you would have to completly re-encode cropping and resizing(maybe some framerate conversion) to NTSC and reauthor for it.

Well, I guess it would be easier if this country would quit catering to the people that don't want to spend 50 bucks on a DVD player and upgrade!. I'm sick to death of how movies are out on DVD in other countries years sooner than they come out in the US. It takes forever for this country to adopt new technology. VHS is all but gone in other countries but in america it will be around for 50 more years.

Living in the the UK. I often think the same. Most DVD's (unless they are blockbuster films) come out first in the US compared the UK. There is usually a six month delay in getting the DVD's in the UK. This is because a lot of films are at the cinema in the UK after finishing in the US. Some films are delayed as much as a year.
If they are blockbuster film, then they have started to come out in the UK within days of the US. This sometimes happans with DVD releases as well.
Until I recently, a lot of my DVD's were bought on R1 before they even got to the cinema in the UK.

I'm talking about older movies, they are out everywhere else before they ever come out in the US, I can't keep track of all the movies that I want that are out everywhere but the US

actually i could say the rever5se is true here in Aus aswell. i see plenty of older films on amazon for example that are release 6 months+ before they are released here. there are even some that were released in the U.S. for over a year before making it here. sucks i know but what can a person do ?
