is there any program which could convert animated menus (eg menus with video palying in background) to still menus, and thus save space?

You could try DVD Shrink. It has a still picture function. It basically shows a still every 0.5 seconds and saves a lot of space. All butons stay functional as before.
If you want, you can also leave everything else at 100% quality. Then create the new files and use other software to finish the job if you don't want to compress using DVD Shrink.

i tried dvd shrink, but either i have a bad rip, or something else is wrong, but i only get "menus" directory shown.. and that's it. the content itself doesnt show up in the list :(

If for example, the menu is in VTS 1. Then it should show up as VTS 1 underneath the word menu. To change the menu, all you should need to do is to highlight menu, and the menus video/audio appears on the right. Still picture is in the drop down combo box under video.
If you don't get that, then something else is wrong.

Supposing you wanted to convert the whole motion menu to a still but didn't want pics every 0.5 secs - just one pic with the menu still until a button is pressed. Can you adjust the time of the menu in Shrink so it just shows the still pic with the fully functioning button?

No you can't. However, I have done it using DVDRemake Pro but not with a still pictured menu.

What I have been doing that works well is to reauthor the menu in Shrink which will make a video out of it. Then open the video in DVDLab or similar aplicaton and save the frame.

Try this guide. It definitely works 100% and doesn't make the animated menu look funny with those 0.5 second stills.
