I backed up a DVD to VCD. But the VCD is not compliant. It was encoded at 24 fps instead of 30 fps. I was wondering if there is a way to just change the frame rate without having to re-encode the entire video again.

to change a video, is to re-encode; so, no
a vcd's framerate has to be 23.976(film), 25(pal), or 29.97(ntsc) to be compliant, not 24 or 30fps

Although dani is right: no 30fps, but 29.97fps instead. Some players might take a 30fps stream but that's definitely out of the norm.

Well, not quite. The difference between a 23.976 and 29.97 is in a flag called "pulldown", that can be set or removed with a tool called "pulldown.exe", without re-encoding the MPEG stream.
no sorry you are wrong. vcd can use 23.976fps without pulldown. only svcd and dvd need to use pulldown with 23.976fps footage to make it a pseudo 29.97fps stream.
