Cutting scenes from a DVD and recreating it?

I want to make a highlight DVD from my full length DVD. Which tools are recommended to cut out certain scenes, put them end to end (chapters aren't necessary, but would be cool), without losing quality? Right now there are no chapters on the DVD since I just dumped from my camcorder. I don't have the source tape any more since I figured the DVD would be my final record of everything :(.

TMPGEnc DVD Author will do that, easiest tool I`ve used.
