Would constant quaitly be best choice for mpeg 1 and dsoriba or would 2 pass vbr be better or CQ-Vbr

I'm not sure what you're trying to achieve here.
A standard-compliant VCD is CBR anyway.
You talk of D2SRoBa (I think) with TMPGEnc, where in fact it only works with CCE.

As for "best choice" - try both and see which you prefer.
CQ is quicker, 2-pass is more accurate on file size (you shouldn't get undersized or oversized images). In terms of picture quality, only you can decide which looks better to your eyes.
