I was a bit curious this weekend and downloaded Windows Media Player 10 and found out that it can play CSS-encrypted DVDs. Is it because one of my installed codec-packs enables MediaPlayer to descramble or did I miss anything? Woundn't it require for Microsoft to buy millions of CSS-licenses to play CSS Content natively?

I'm not 100% which DS filters contain CSS descrambling, but it's definitely part of a playback filter.. after all the DVD playback packs you can buy for Windows (and which enable any DirectShow capable software player to do DVD playback), only contain a bunch of filters. To find out which filters are being used, start Graphedit, use the Render Media function to render a VOB directly from the DVD, and then you get a nice filter chain which is used for playback (the same is used in WMPX.x)
