How can I encode last cell again?

Hello,
By accident I canceled the encode process, the last cell (part) didn't encode.
I don't want to encode the entire movie again so can I change item.ecl (or something) to do this?

Yes. Just open rebuilder.ecl and copy the last entry (starting with "[item]") into the item.ecl file (keep the header lines at the beginning). Save it. Then just run CCE directly, and open item.ecl as a project file. Run it, and you're done.
