TMPG encoder with moonlight decoder

I try to use tmpg to encode a mpg file (1280x720) to standard dvd format. I could do it in the past. But the moonlight decoder is expired. So there is watermark in the video. Is there other decoder which is freeware and to be used by tmpg?

Without the decoder, I could not import the mpg file in tmpg encoder.

You can use free mpeg2 decoder from the latest ffdshow build (tab Codecs -> MPEG2, set to libavcodec).
