suggestion on filters or config on filters for this clip.

I have a small lip of the whole video and I just wondering what filters I should use for this clip and if anyone would maybe give out some configs on that filter and maybe ever a full script:D . I'd apperate that. The download link is vice ftp located here

What do you want to achieve by filtering the video? More sharpness, better colours? Please be more specific.
