The idea behind this matrix was to better Didee's great "sixofnine-hvs" matrix.
ie: Same quality, less kbps.

I don't see the slightest correlation to SixOfNine-HVS. Neither to the matrix, nor to its spirit.
This is no rating of your matrix, not at all. I'm only saying that the matrix' characteristics are *totally* different.
ie: Same quality, less kbps.
I agree on the kbps part ;)

This is way off topic but you should never post those kind of screenshots as JPEG. Use lossless PNG and the filesize will always be smaller for non-natural images and look much much more clear.
Back on topic, what kind of settings do you recommend with this matrix? Qpel?

I have a great respect for your sixofnine matrices.
Have always used them, no matter the bitrate.
So when trying to create a matrix that used the least amount of bits, of course it had to compare well with the sixofnine-hvs matrix.

@Audionut
I too have the upmost respect for Didée's matrix. So, everytime I enter random numbers in CQME, I always aim to mimic SixOfNine(-HVS).
Sorry... ;)

As you can see from Didee's post, he will be the first one to tell you that my matrix, is in no way releated/similar to his.

Just what is the Alternate Scan Order Visualization?
