Ok i start out with my vcd/svcd load it and take out the .mpg video file . Then i open the .mpg with media player classic (http://www.doom9.net/) it is free . don't open it off the disc it will not work . After it opens and is playing go to file then save as... type the name you want to call it and then add .AVI to the end of it and then save it this will take somewhere from 1 min to 10 min this is for 1 hour video files

just cause you rename the extension to an *.avi, doesn't mean it's actually an divx, unless that was possible, since i'd never used MPC
none the less, it's pretty much the same as drag & drop with an renaming of the extension from *.dat -> *.mpg for an vcd
vcdgear does the same thing

Right. All MPC is doing is saving the exact copy but with the avi extension when you do that.. but it isnt by anymeans a true .avi video file

that is not as true as you say everything that i put the avi file in to say it an avi don't know what you mean when you say true avi ? mpc does encode the file to an avi true or not and vcdgear does not take svcd/vcd to avi or it never has for me .

true avi = divx (if i'm right)
i'd never said vcdgear did vcd/svcd -> *.avi, i said vcd *.dat -> *.mpg (name change, somewhat)
if what you said was true: "somewhere from 1 min to 10 min this is for 1 hour video files", you much have a super computer.
on my althon 2500(166) oc' to 3200(187), for an vcd film*, it's about 25fps, little over real time encoding; you should be encoding** somewhere around 140-1400fps on your computer.
gspot will verify if it's an *.avi or not, give it a try.

dani82: AVI is only a container format, and doesn't imply the video codec used.
keith6625: Media Player Classic does not re-encode the file, nor does it even alter the container. As Trahald said you are effectively renaming the .mpg to a .avi, which MPC realises if you try to play the avi and treats it as if it was still .mpg. The file itself hasn't changed.
What you need to realise is that MPC is *not* transcoding your file, and that MPEG-1/2 video streams as found in .mpg files do not play nice with AVI files.
To generate an AVI from an .mpg, you will need to transcode it to some more AVI-friendly format, such as DivX/XviD. I'm going to take it easy since it's obvious English isn't your first language, but you'll need to go and read the guides on format conversion from MPEG (eg DVD) to DivX/XviD
