MPEG2->MPEG2 cropping

Here's my situation:
I'm capturing from my digital cable box to MPEG 2 704x480 7mbit target video bitrate, 384kbps 48khz MP2 audio. I then reencode this with pinnacle studio to 352x480 1750kbit/s video, 256kb MP2 audio. I'm encoding unfiltered because the picture looks more defined and sharper than filtered (it does look grainy around the edges when compared to filtered though). There are about 4 vertical lines on the right, 2 vertical lines on the left, and 2 horizontal lines on the bottom that need to be cropped on the 352x480 encodes. Are there any programs that can crop MPEG2 and produce another MPEG2 file? I've read when you play DVDs on a DVD player part of the image is not Displayed, how much is not displayed for 352x480?

The reason I'm capturing then reencoding is because I am also making an XVID encode.

I've also been wondering if capturing to higher bitrate MPEG2 would make much of a difference in the MPEG2 or XVID encodes.

You can't crop any video without reencoding it. I'm not sure how much a DVD player crops, but you also have to consider that the TV will crop the image a little, and the amount cropped is different for every TV.

What I suggest you do is crop the borders while capturing (if you know exactly how much to crop). I don't know if your capturing software can do this. Then you can reencode your material later. You might want to increase the resolution of the reencode to improve quality.

I'm fully aware that I will have to reencode, I'll encode the 7mbit file to 1.75 mbit cropped. I can crop with my capturing software(ATITV), but not by a specified amount. It crops way too much so I can't capture cropped. I am using such a low bitrate because I want to fit the show Beavis and Butthead onto 1-2 DVDRS per season. I think the quality is great for its size.
