Here is something I found on the internet.

It's either a hoax, or they used really low motion sample videos. Since there's no discussion of the technology in that report, I'm betting on a hoax.
13:1 lossless compression may be possible for some videos, but not in 2001 and not fast.

akupenguin I’m not sure that this is a hoax don’t forget there were another company in the past claiming this and what happened to them they mysteriously disappeared now if you read the front page of this website you will see this.
The THIC organization started out as a round-table group convened by the US Department of Defense
make up your mind about all of this ;)
to me it’s strange that 2 companies disappear from earth who claiming this based on object detection video compression (Geometry) codec’s
Disappeared after announcing breakthrough in video (object tracking) compression:
-------------------
Arctic Systems Inc (http://web.archive.org/web/20040318150631/http://arctic.com/index.html)
Pulsent (http://web.archive.org/web/20030417003239/http://www.pulsent.com/index.html)
Pulsent Codec Information (http://web.archive.org/web/20030203052003/www.pulsent.com/solutions/index.html)
Arctic Systems Inc Codec Information/Presentation (http://www.thic.org/pdf/Jan01/arctic.pvega.010113.pdf)

Cruncher, i like the conspiration theories too, but it's strange to me that these companies with their revolutionary algorithms never could back up their claims with any proof.

Tommy Carrot as you said they never could demonstrate it to the commercial public so they were stoped todo so. Arctic Systems very fast because they showed it on this DOD Symposium and Pulsent slower i think the Death for Pulsent came after they showed this to the experts in what i think was before 1999 because 99 Hufman died. They fired up the Webiste goverment was activated then and stoped it. Im quiet sure that both the Staff from Arctic Systems Inc and Pulsent work for the US Department Of Defense on this codec as we write now.

Hoaxes like this are commonplace in the computer industry. Some slick-talker comes to make a presentation because they need "just a little capital to go public" and you'd better invest now before everyone else finds out.
Had some idiot tried to make a presentation claiming full motion video on a floppy disk all the way back in '94. We got a good laugh and sent him packing. He was later jailed for fraud.
I wouldn't doubt that if you check on the people behind the company name in this case that half of them are already in jail or on the run from the law.
