Apart from using scripts. Are there any applications that can change the frame rates of an Mpeg4 stream.

Not so long ago I was put informed of a tool called ReStream (http://shh.sysh.de/restream.html), that could do this for Mpeg2... it seems to work quite well.

Do you mean speeding up / slowing down the video ? Or decimate / add frames to it ?

In the first case, changing the frame rate of the container may be sufficient. In the second ( decimate ), you have to transcode the stream. That can be done in an 'intelligent' way ( meaning, in order to reduce the length of the process, and the lost in quality ), but i don't know any application than can do that.

Hi Manao,

Yep, I meant speeding up and slowing down an Mpeg4 stream by changing the frame rate and without transcoding. In much the the same way ReStream does it for Mpeg2.
