converting uncompressed AVI to predetermined file size

I don't know a lot about this, so please bear with me.

I have an uncompressed AVI file that's about 30GB (16mins long) that I want to compress to a XviD AVI file with AC3 audio compression that will be about 75MB. Can anyone tell me a program I can do that with (aside from VirtualDub, which confuses the hell out of me) or how to do it with VirtualDub so it will work? Help would be greatly appreciated, I've been trying for two days.

Gordian Knot is saying that there's only 2062 frames in the video when there are actually 28921. Any ideas?

What bitrate is your AC3 stream. I presume it's 6Ch (5.1) otherwise there's no real point in keeping it as AC3.

Once the bit-rate for the audio stream has been established it should be quite simple to work out the maximum bitrate for the video stream.

As a matter of interest. What is the exact run-time of your clip? And are you a PAL or NTSC user?

I think he has a totally uncompressed audio/video stream... So I would assume that means PCM?

at any rate - AC3 is probably overkill. I would suggest vorbis @ q4 or something like that... unless its multichannel then either AC3 or AAC 6ch.
