VDubMod 99% CPU usage! Where are the environmental settings?

I remember seeing CPU priority settings somewhere but now I can't find it. I thought I had normal and greater choices and set it to normal. But, while VDubMod runs it's using 97-99% of cycles and my computer is useless. Is this normal? Or, when I find the setting, do I have it set to max?
