Max Bitrate in v0.64a

I just started using this version since it seems that most of the "Star Wars Issues" have been identified and fixed since the v0.60+ series. I noticed that CCE sets the max bitrate for film material at 8552 rather than 9000. Was this changed?

It adjusts the max bitrate based upon the number of audio streams included and associated bitrate.
