here is a pic of my setting for the bitrate settings.
It said the pic is up but i dont see it so here is a link to it agian. I am getting really annoyed at the program now.

Hm, 1 CD SVCD?
I have never succeeded to put on 1 CD more than 50-60 minutes. I mean in watchable quality.

Are u using any ksvcd template?
Any way as Manngo said SVCD in one CD?!?!? with 698 as CD size?!?! are u using 650 MB CDs? If you are using 700MB u can set the CD size to the maximum of 800 (800 = 80 minutes = 700MB CD).
I usually set it to 795 so I can add some more "stuff" (like an "intro" in EasyVCD)...
resuming SVCD it's better on 2 CD-> CD size 800(maximum - 700mb)
If you want 1 CD then make a VCD -> CD size 800 (maximum - 700mb)

thanks for the info, im still learning and playing around with the program. I bet it would be better on 2 cd's but I would like to just play around with the program and see for myself. I am ripping road woarrior and the quality of even a dvd is very poor. I gusse its just realy old. Back the my frist question is that the right settings if i change it to 795mb for a 80min cd? I will also try vcd and other things.

andI dont think im using ksvcd template. I am still learning what a lot of these option are. I just want to make sure if those are the right settings for converting a dvd to svcd format to fit on one 700mb cd. I realize now i have to change it to 795mb

Please don't confuse... you must choose a size till the maximum of 800 not 800MB... what I mean it that the number you enter isn't MB only a number...
800=80 minutes=700MB
740=74 minutes=650MB
got it?
those minutes do not represent the duration of movie that you can put on but the minutes printed on the media.

No, it isn't only a number. They are true MB, but recorded in Mode 2
