If you are thinking of playing Mpeg1, 2 and 4 streams, you could try a Sigma Xcard, as it will play these streams in hardware and output the content via either, VGA, composite, S-Video, RGB scart or RGB/YUV component.

And with third party software, the Xcard will play just about any type of audio and video stream!

However, there's a much better GUI called TVedia (formally called JovePlayer), which offers far greater flexibility. I'm currently using it to hardware decode and capture DVB-S and DVB-T TV channels :)
