of course. i would simply create an .iso image of the original. run NuMenu4U. copy over all non-menu .vobs into the folder NM4U creates with your new/existing menu vobs/ifos etc. open batchifoupdate and 'Get VTS sectors' to be on the safe side.
test your files in a software player (i generally use ifoedits dvd play function)
then run DVD Rebuilder as usuall

is it needed?

well that decision is entirely yours, although there are some DVD's out there with excessively large menus (1 GB plus)so i could definitely see a benifit to this approach.

Isn't there an addon for DVDRebuilder that allows you to encode parts of the DVD at different bitrates?

BTW, Does CCE Basic quality any good? I am thinking about buying it.

Rebuilder, until now, is not reencoding menus. Every menu is just taken as is from the source... Maybe in the future... :)

So the very nice and useful RB-OPT of Robot1, is not applicable to the topic.

For your second question, I'd better leaving to you any decision about how to invest your money...

I mean, it exist a very good (and free) alternative, that is QuEnc, and if you decide it is worth to use CCE, you may evaluate if its cost is providing to you the expected benefits spending some time on your own to test and play with the CCE trialware releases...
