I have an Mpeg1 PAL file that I would like to convert to Mpeg1 NTSC for VCD authoring. I have tried TMPGENC PLUS which converts the video very well but I do not get any audio. I evidently am missing something! I would appreciate any help you can provide. Thank you.

try using tmpgencs demuxer on the original mpeg first. check to make sure the audio file is demuxed completely. if it appears ok.. take the separate video and audio files and add them into tmpgenc and try it that way.. you may even want to preprocess the audio to wav with besweet or something just to make sure the audio isnt damaged in anyway (and yes damaged audio will often play back fine)

Sorry. TMPGenc can do this, but not very well. I remember reading about a guy who wrote some AviSynth scripts to do this and he said it worked much better than just using TMPGenc.
