Would it be better to use ogg codec from say ogg vorbis ds then say use radlight or core ogg decoder. Are there any preformance differences. What about monkey and mpc?

There are only minor (if any) differences among them. All of them are based on the same vorbis decoding library. The only difference is that some may be outdated (such as RL Vorbis Decoder - shame on me) and may offer some tweaking such as 32bit output or customizable channel map. ... but for the end user the result is the same.

There is a known issue with Ogg Vorbis inside MKV. RadLight Vorbis decoder causes choppy playback.

In case you encounter this problem it's recommended to switch to CoreVorbis which seems to work fine.
