DVD-RB v60a - Only doing one pass

I am trying to a rebuild of LOTR - Return of the Kings. When using v60a, I notice that it is only doing one pass then moving to the next segment. Normally when I do a re-encode the .vaf file is created and then it does the encoding on the actual movie. I have it set to 5 passes. I am using CCE SP Trial 2.67.00.23, EclCCE v1.81, AviSynth 2.5.
