so I was bored, took chapter 29 of The Matrix and encoded it at 352x176 w/ a 16:9 NTSC flag
video bitrate is 343 kbps (XviD 1.1)
audio bitrate is 77 kbps (Nero HE-AAC)
xvid settings:
H263 / Adaptive Quant / Q-PEL / GMC / B-VOPs - 2/1.50/1.00 / Closed GOV
Chroma Optimizer
MSP - 6 / VHQ - 4 / VHQ for B-VOPs / Chroma Motion / I-Frame - 240 / Quants - 2/31 / Trellis
now, of course, this isn't going to be the best encode ever, look at the bitrate :p

looks pretty damn good from a seat across the room, much better then any vcd has ever looked on my pc monitor.
