HVS Matrix were created by ReferenceDivX (http://forum.doom9.org/showthread.php?s=&threadid=33499&highlight=referencedivx) . It used for that a matrix built starting from a HVS study on luminance.

16 16 16 16 17 18 21 24
16 16 16 16 17 19 22 25
16 16 17 18 20 22 25 29
16 16 18 21 24 27 31 36
17 17 20 24 30 35 41 47
18 19 22 27 35 44 54 65
21 22 25 31 41 54 71 88
24 25 29 36 47 65 88 115

All intra HVS matrix are the same for good, better and best. Then to build the matrices inter he simply used proportionality coef:

- HVS-Good Matrix or HVS-1.25 Matrix
[inter] = [intra] * 20/16

- HVS-Better Matrix or HVS-1.19 Matrix
[inter] = [intra] * 19/16

- HVS-Better Matrix or HVS-1.12 Matrix
[inter] = [intra] * 18/16

It's possible to create other "matrices HVS" using the same model and which will be more or less aggressive for the quantisation in inter. For exemple (http://jfl1974.free.fr/Video/Matrices-HVS.zip):

- HVS-1.00 Matrix:
[inter] = [intra]

- HVS-1.50 Matrix:
[inter] = [intra] * 24/16

That's called "linear scaling"...

The last one is HVS-Best.
