Ok. Heres the setup I have currently...

I have 5.1 onboard sound and an additional 5.1 pci soundcard both of which have 5.1 speaker systems attached to it. One speaker set is upstairs in my computer room and another is downstairs in another room. Both soundcards work great when playing sound individually and I can switch between using which one via tools->options->devices->speakers with ease.

The problem is I want to be able to play sound from both soundcards at the same time thus allowing me to utilize 10 satellite speakers and 2 subwoofers at once and have music playing in both rooms at the same time. How do I go about achieving this?

i am assuming you are using analog connections, couldn't you just use one card, and use headphone splitters to double your outputs?
if you are using digital, does your card have an optical and a coax? if so, you should be able to use them simultaneously (unless it is a creative card....) and connect your coax to one reciever and your toslink to the other..
but ir you are analog (which makes most sense to me with the distance to a second room, etc.) just use headphone splitters and plug it all into the same card...

edit - unless all you want to do is play different music in different rooms simultaneously, which you can do with winamp just satart a second instance and set it to use the other sound card...
