Great! :)
Have you also tried Windows Media Video 9 Advanced Profile CBR these bitrates?
You can try this by installing Windows Media Player 10 provided that you have Windows XP.
Cheers,

Edit:
Hi Nic, I guess it is because other OSes may need too many dependencies to support the SDK.

@McoreD:
What is the status of the new Windows Media Formats in concern to supporting Windows operating systems pre-XP? Even the new Windows Media SDK 9.5 Beta won't install on anything before Win XP...Will this change with the final release?
EDIT: It appears the SDK is out of beta, but still XP only (?)

if i remember the warIII videos are in divx 5.x , you justez have to rename the video file into .avi and you can compresse or test it as an avi ^^.
i think these divx video are not bigger thant 15 or 20 mo (don't have this game anymore) so if i remember correctly, you could upload the original divx vidéo somewhere, we can't test without source.
i also think that real 10 (1-pass CQ + EHQ 100) will do a better works and at 25 fps (15fps is horrible)

for streaming try RV10 2 pass old RC or RV10 CBR

the source was 15fps.
sorenson squeezed it to 10 fps. so u cant say the quality is bad in relation to what source it had and what limits are restricted it to
