Creating "Music Video" effect for DV video

I have some footage from a miniDV tape in NTSC format. I am putting together a project that requires the video to have a "music video" effect, but I am not sure how to go about getting the results I want. Best I can tell Music Videos look like they were either shot at 24fps, or converted to 24 fps from 29.97. I have used Vegas 5 to convert some 29.97 video to 23.96 using 2:3pulldown, then encode to NTSC MPEG2 using 3:2 pulldown... but the final video looks terrible.
Can someone enlighten me on what process is used to create more of a film look from DV 29.97 video?

I am fairly certain commercial video production companies are not using AVIsynth. Is there a more mainstream method using Premiere/Vegas, or am I to assume that avisynth is the only way?

Commercial video production companies are probably not using Premiere or Vegas either. Waaayy too cheap. They'd be using software worth (?) tens of thousands!

In my opinion, AVIsynth can do a lot of stuff (for free) that Premiere can't (for a nice thousand). Hard to get past the GUI though.

I asked a small production company that puts together music videos for independent record labels. They told me they use Vegas with a scrpit that that looks like it does pretty much what scharfis_brain's does. They also told me they use Magic Bullet in After Effects to get the same effect, just that it takes longer but does a better job.
