i have a dvd which has been encoded at the wrong aspect ration, giving a vertically stretched picture? how do i correct this?
i need to change it from 4:3 to 16:9

You can use PGCEdit and VOBEdit to edit aspect ratio.

Isn't that only working if only the aspect ratio flag was set wrong?
I have seen many videos converted by 'idiots' trying to resize 16:9 to 4:3 by adding black bars, ending up with waste. If you have one of that streams the only way to correct this is to thing about want mistakes they have been done and do reverse engineering.
This is easy if you know the original aspect ratio and the number of lines (without black bars) the original had. You only have to crop the black bars, have to resize to the original number of lines, then add black bars to get a DVD compliant number off lines and reencode.
A bit difficult is if the PAR had been changed before, you have to think about it and correct this too.

use IfoEdit
open the VTS of choice and change the aspect ratio flag - it works
