A friend has an 800mhz desktop with an intel extreme graphics video chip. He can play xvid and svcd movies fine if the display is set to 16 bit color, but play is jerky on 24 bit color. Would using a real video card help, or is the only solution to get a faster processor?

No, i donīt think that it have something to do with the CPU.
24 Bit? Are you sure?
I only know 16Bit and 32Bit settings for the display.

Ok, sorry.

One more question:
If you set the display settings to 32 Bit is the sreecn the whole time jerky or only if you play an XviD or an SVCD Movie ?

Everything works fine in 32 bit mode, other than movies.
