trying to fix up this old vhs and it got terrible tracking problems, what filter can I use and does one ever exaset?

You can't filter it out. Try your tapes on several older decks. The big problem is if they were recorded on LP or SLP (EP) mode.

Have you tried your old tapes in a newer VHS deck capable of "Time Base Correction" - TBC?
I got wanderful results with a couple of 12 year old tapes using a JVC deck. This one has s-video connector which also helped a lot to avoid luma-chroma interference, which is always present when you use the composite video connector.
