What are the best settins in the encoder tab if using CCE 2.5 and creating a VCD?, I have a manual but it is only for TMPGEnc users.
I want to switch to CCE because it is supposed to be faster than TMPGEnc, I use DVD2SVCD 1.2.2 built 1

Welcome to the forum.
To make a standard-compliant VCD, set Video Encoding Mode (Encoder tab) to CBR. Leave the other settings on this tab as default. Set all the boxes on the bottom row of the Bitrate tab (Max, Min, Min Avg, Max Avg) to 1150.
This will certainly be quicker than TMPGEnc. However, for MPEG1 (VCD) encoding, most users feel that TMPGEnc gives higher quality. Try CCE and if you're happy with the quality it'll certainly save you some time. If you're not you can always go back.
