I usually use DVDLab, but I'm working on project where I need to use several different 1 minute segments, each with different sound formats (DD 2.0, DD 5.1, DTS). DVD Lab can't do it :(

I don't care about sync. I don't even need a menu. I just need the segments to play one after the other, and output their audio (I'll be using this disc to test different decoders).

Are there any recommendations for authring packages that can do this? I already have the .mpv and .ac3/ .dts files demuxed.

According to DVD specs, you must have the same A/V features within a titleset, so you have to create a VTS for each of your clips.
You can use TMPGEnc DVD Author (it will let you create a nice menu too).
If you don't care about menu at all, here it is a completely free method: just author each clip with IFOEdit and then import them in DVDShrink to create a movie-only DVD with titlesets playing consequently. ;)
Follow this guide (http://forum.doom9.org/showthread.php?s=&threadid=61238) by 2COOL to be able to skip through titles with the title button.
If you don't like all the IFO editing, I think PGCEdit has an option to do it automatically. Have fun! :D

You need an authoring app that will handle all the streams.
The specs give up to 8.
2 options for PC.
1/. EncoreDVD - but no DTS support
2/. Scenarist, but brutally expensive
3/. DVD-Lab Pro Beta version. Not really a full option, but it will give what you need. As it is a beta, there will be bugs.

Sorry to be the lone Mac (but definitely NOT excluding Windows, I might add!) voice on the board, but DVD SP 3 can do everything you require (even DTS), and for only 400 Euros. What are you waiting for?! ;)
