There’s a strange effect I have seen a number of times:
When encoding a divx the output size is smaller then I had calculated ?
I use CCE 2.5 and avisynth 2.5x,
For example my last encoding job I set min 1000 Avg 6500 max 9000
3 passes. The avi was resized and frameserved to cce.

The avg bitrate of 6500 should fill the hole dvd-r but it didn’t , there was plenty of space left ?
Using bitratviewer I found that the avg bitrate was something like 5600 ?? Yes I checked the settings and it was 6500 ? The picture looked great but still I find this strange ? Is there also a quality setting which overrules the avg bitrate ?

With mpeg2 files everything go’s ok.

AFAIK, MPEG2 can't go below a quantization factor of 1.0. It seems like your 6.5 Mbps are simply too much and CCE reaches a quantization of 1.0 already with 5.6 Mbps average. Check your output with Bitrate Viewer, I bet quantization will be almost constant at 1.0.
