You don't say what audio format you use, at what bitrate and so on. Can you give us a bit more info? :)
Is it low all round or mainly voices too? Enlighten us
It could well be in your decoder too, but you didn't give us much to go on with

Hello and welcome-

As niamh says, you left out some vital information, like what kind of audio. However, the 2 main choices are MP3 and AC3. The volume level for AC3 is easy to fix, and I hope that's your problem. Open the AC3 Filter Configuration (Start->Programs->AC3 Filter->AC3 Filter Config), and in the lower left of the Main Tab, where it says Presets, set it to Loud. That's one way anyway. Or you can play with all the sliders.

Getting MP3 audio louder is a bit trickier, but maybe that's not the problem.

About changing mp3 volume: try http://mp3gain.sourceforge.net - it can do just that without reencoding.

If the sound is too low, and you you're using powerDVD you can increase the volume under settings/ audio tab/ advanced, then selecting Noisy Environment.
