Good job removing "what's the best" part, except now it's a cross-post. You forgot to read the guides (http://www.doom9.org/mpg/dvdbackup-guides.htm), too. All that stuff is against the rules around here. More importantly, each guide contains the list of required tools and the download links.

Anyway, to get you started here are few popular programs:
DVD Decrypter (http://www.doom9.org/Soft21/Rippers/SetupDVDDecrypter_3.2.3.0.exe) (free) - covers all decrypting needs.

Encoders (high quality output but slow):
TMPGEnc (http://www.pegasys-inc.com/en/product/tp.html)
CCE
There is a separate forum group MPEG-1/2 Encoding dedicated to these tools.

Transcoders (fast but lower quality):
DVD Shrink (http://www.doom9.org/Soft21/Vobtools/dvdshrink317setup.zip) (free)
Clone DVD
Instant Copy
