Are there Direct Stream Cutters for MP3 files?

I'm looking for a program that can cut an MP3 file without reencoding it. Something that will do some kind of a direct stream copy so it doesn't lose any quality in re-encoding.

Is there an application that can do this?

Any information is appreciated.
