Some people from UK in the house?

A friend of mine will spend his holidays in the UK.
He never shutdown his PC (Notebook), so he asked me
if he can use the internet like in germany with
callbycall provider.

In germany we can use a program called smartsurfer.
It searched the cheapest conection for analog inter-
net connection.

Today I searche the net for such a program for the UK.
Result: Zero!

So how the telephone market work in the UK?
Can somebody help me with this?

We dont have any such thing yet .. afaik .. I think VOIP is coming but is still in discussion, as it will decimate existing analog suppliers ... (offload your BT shares now?)

Nothing as smug at smartsurfer I don't think, but there is a list of just about every ISP availiable:

Seems like www.mipcards.com might be a good option.
