don't ask what is best, is against forum rules (http://forum.doom9.org/forum-rules.htm)

try a little search (or try dvdfab :D )

as pointed out there is no best but there are a few tools that can do this

Ifoedit, DVDFab, DVDStripper, CloneDVD, DVDremake, DVDShrink are a few

some can keep menus and some can't and some are faster than others and some are cheaper than others. All depends on what you want exactly as to which is best for you ;)

there's a few guides HERE (http://www.videohelp.com/guides.php?tools=&madeby=&formatconversionselect=DVD9+to+two+DVDR&howtoselect=%3B&orderby=Date&listall=1&archive=0&search=Search+or+List+Guides) from different places using different tools :)

Why not use dvd shrink and the re-author mode to split movie? All you do is create a start point and an end point for disc 1 and then for disc 2, start it where you ended with disc 1 and that it, no?

I'm running an experiment now using shrink to split a particularly difficult movie, retaining menus. I'm running it in backup mode, in two passes. Basically, it goes something like this:

CREATE DISC A
1. leave the compression for first half of the main movie VTSs set to automatic;
2. reduce the compression on the other half, and for extras, to "still image"
3. reduce the compression for menus to the lowest possible ration (this is only necessary on this disc to bring the main movie VTSs compression up to 100%).
4. Backup to MOVIENAME_DISC_A

CREATE DISC B: Shrink again, doing the opposite.
5. Reduce the compression on the first half of main movie VTSs to "still image." In this case, leave the other settings as is; with this movie, this allows the keeper VTS's to go to 100% compression.
backup to MOVIENAME_DISC_B

ADJUSTMENTS WITH IFOEDIT & MenuEdit
6. On both discs go through menus using MenuEdit and kill the buttons that have been set above to "still image."
7. On Disc_B, using IFOedit, change First Play so that the movie starts immediately.
8. Optional, but possible using 2COOL's guides: redo the menus so that the proper "first" chapter menu screen comes up.

There are lots of alternative ways to handle the last two steps, I suppose, and this method looks messy, but it's actually not that bad. This movie seemed unsplittable using any non-commercial tools.

@mikewillnot, you say this DVD is unsplittable using non-commercial programs so does DVDStripper & Menumodder not work?

You can specify all the menu's/extras onto the 2 Discs and then split the movie by saying which cell if for what DVD. Menumodder will allow you to disable the buttons leading to the removed content so all you would have to do is change the first play

I know you may have to Shrink it afterwards but it will cut down on the space you are wasting with DVDShrinks black image

nevertheless, it's a good method of splitting the Disc with DVDShrink. I didn't know you could use mixed compression when using backup as I thought it was only possible in reauthor mode
