I've working on TicTacToe on DVD and get some success with
DVDAuthor. It has command line interface and till now it
doesn't leads into problems with a too-many-files-error like
scenarist and Co.

But now I run into a too-many-titles error, at least I think so.
As long as there are less than 100 titles everything works fine.
And after adding more boards/titles MPC, IfoEdit, DVDplay
and my HW-Player won't play it
or better said didn't show something beyond title 99.

Then later on I tried WinDVD and had succes with more than 99 titles.
I've tested other HW-player with different results.

I found a working solution for me with DVDAuthor,
but what can I conclude now?

More than 99 titles are not compatible?
Some HW-Player have limited firmware?
Windows dvd-playing features are crappy?
Specs are ambigous?
Or did I only found the seven not working player worldwide?

99 titles is a maximum for a VTS. See this thread (http://forum.doom9.org/showthread.php?s=&threadid=61254) for other DVD limits. You can go about it two ways: either create a new VTS or use multi-PGC titles since each title allows for 999 PGCs with maximum of 32767 PGCs per VTS.

DVDAuthor creates a title for any pgc in titleset.
Are there any tools I can edit the table of titles with?

Are there any tools I can edit the table of titles with? IfoEdit, of course. However, it's not that simple, so I won't be able to put together a step-by-step guide here. Hopefully, after looking at the tables carefully, it might become self-evident to you.

Found title tables twice, but whether right-click or
doubleclick gave me an option to kill entrys from table.
A hint, please.

Warning: there's gonna be so much learning to do that you might just as well give up right now.

Well, thats not really a solution. Nobody else has gone
beyond that mysterious 99 title border and can provide some tips?
