Jdobbs, have you ever consider system conversions implemented. Video should be straight forward, Avisynth should do it. Audio is another story, but not too complicated. Sync of these and subtitles, another story. So, any thoughts?

It may be a while before I start to look at something like that as I'd have to also change the menus (which I'm not currently reencoding) and make additional changes throughout all the IFOs.

Yep, it sucks that DVD cannot hold both PAL and NTSC material in one disc. As dvd players/decoding chips are fully capable of switching between modes on the fly and so are the TV sets (in PAL land at least).
But then again the need for conversion is only from PAL->NTSC for the reason that PAL TV's and players support NTSC as-is (or more rightly PAL60 since the material is not "NTSC" on the disc).
Instead of getting re-synced, analogue converted, ultrablurry, almost desaturated extras (and I'm talking the NHL-satellite feed type, which all europeans who follow hockey know what I mean) on movies here in PAL land, we could get the NTSC material as-is. But thats engineers for you.
