Ummm... it's for AviSynth, but it worked quite good for my Japanese Armitage III DVD:

(And it's faster than 2FPS...)

avisynth has a hard time running on my computer for some reason, so that's out of the picture and plus I can't get a good enough deinterlace on avisynth.

That's just Windows' way of telling you that it wants to be reinstalled, sans codec packs, spyware, viruses and whatnot. In other words, I've never encountered a machine that refused to run AviSynth - so what problems do you have exactly?
Make sure you only have a single avisynth.dll on your machine, and that it resides in your Windows installation's system32 directory.
so that's out of the picture
Your loss, then. Still, you'll be hard pressed to find someone writing VirtualDub plugins nowadays with all it's drawbacks (RGB only, can't add/remove frames, no way of working on multiple clips, ...) compared to AviSynth...
and plus I can't get a good enough deinterlace on avisynth.
It's not as if you couldn't load VirtualDub plugins in AviSynth, plus they'll all degrade image quality by having to convert to RGB and back for encoding.
Also, what material are you deinterlacing? If it's telecined, deinterlacing is just half of what needs to be done (decimation is the other half, and VirtualDub's deinterlace filters can't do that), and as for deinterlacing: there's hardly a deinterlacer that's better than KernelDeint or TomsMoComp, what exactly are you using right now?
(And how do you know AviSynth can't deinterlace good enough if you couldn't even get it to run? )

I'm currently using TMPGenc to deinterlace. Also, I only have that one avisynth.dll file too. I don't have any codec packs or spyware. (I run Adaware and Spybot Search and destroy regularly). And yes, I know about the deinterlacing in avisynth...but the best i can ever get out of it is like 90% deinterlace but everything is jittery and such.

So, you installed the latest v2.55 binaries, huffyuv and a YV12 codec like DivX? What happens if you open the Version example script in VirtualDub/VirtualDubMod ?
