I have shot the same footage in 16;9 and 4:3. I have done some simple projects with scenarist in straight 16:9 or 4:3 with motion menus etc.
If I wanted to put the 16:9 and the 4:3 footage on the same disc would i create separate VTS sets (VTS1 and VTS2) or would I create a extra title set ( VTS1 - Title1 - Title2 ).
Could I have a simple menu that selects 4:3 or 16:9 and then branch off to sub menus depending on what size was selected. Or is that determined by what the dvd player size is set at ?

VTS = Video Title Set
So what you meant to ask is whether to create a separate VTS or a new title in the same VTS. The answer is that 16:9 and 4:3 must always be in the separate VTS. This means you have to create at least 2 VTS.
After that, you can add a menu for the branching purposes and all other submenus as usual. This is not affected by the player settings.

O.K. VTS1 and VTS2 for the two different aspect ratios.
I'm still lost on creating a aspect ratio selection menu and
importing it into scenarist and being able to select VTS1 or VTS2
for 4:3 or 16:9.

Well, it's just a regular menu, there is nothing special about it. Put it in VMG for example as a Title menu, and then put two sets of menus specific for each version into VTS Language domain of the appropriate VTS. Link the button called "4:3" to the main (root) menu of one VTS, and the button called "16:9" to the main menu of another VTS.
Just in case you're planning to do two versions of the same set of menus for each aspect ratio, then don't. One set would suffice. As they do on most of the commercial DVDs, create all the menus as 16:9 with forced pan & scan, so they would look good on both 4:3 and 16:9 TV screens.

It would not let me put a title menu in VMG till I added a language folder, That was part of what was throwing me off. Now I can select either VTS1 or VTS2 :-) .
Would the proper way to link back to the title menu after playback of the selected VTS be with a cell command
( 1. CallSS RSM=1, Titlemenu) ?

( 1. CallSS RSM=1, Titlemenu) ? It's a proper command, but I would recommend putting it into the PGC's Post commands because it's a much more flexible way.
That's right, every menu should be located in a language folder. This is how you create VTS menus, too.
