Can anyone deinterlace/"fix" this clip and get it to play smoothly?
And then tell me how it was done :)

What do you want to use? AviSynth or perhaps the TMPGEnc internal Filters. If you want to encode your Video with TMPGEnc you can use the internal de-interlace filter to de-interlace the Video. This looks pretty good.

I've tried to fool around with TMP and the various settings but with no luck, I'm not sure that I know what I'm doing though.
I don't understand how to use avisynth...

In the point "Advance" in TMPGEnc you can set a de-interlace filter. It's very easy.
First you need the actual AviSynth Version and fitCD and you can start with it. This programm gives you a AVS Script with you can load into TMGPEnc with a de-interlacer filter.

I've tried the deinterlace option in TMP, but that didn't do much...
But I'll get on that other tip of yours! Thanks!
*edit* Haven't tried avisynth yet but is it possible that this clip can't be fixed?

Yes this could be. If the luck is on your side then the stripes "burned" into the Video. I think so because you get another effect with a de-interlacer.
