I can't run DVD Rebuilder because it always crashes with runtime error 5 after clicking on it.
What is going on here?
What are the system requirements, OS, dlls, etc..?

Weird. Is your OS language using some special environment like japanese?
I'm not using Japanese. I'm running win98SE on a Athlon 2000. I don't have MS VB.NET libraries.
I click on DVD Rebuilder and it says:
Run-time error '5':
Invalid procedure call or argument.
I also tried Rebuilder on another of my computers 700mhz amd win98. Same error.

Please see the threads at http://forum.doom9.org/showthread.php?s=&threadid=77190 and http://forum.doom9.org/showthread.php?s=&threadid=78649 for the answer and a workaround. In short, any version after 50b crashes on 98. It is being looked at. You may want to post your config to one of the threads to assist with finding the problem.
I've been trying to figure this all out for weeks and waiting to post just to ask about it. And yes, I did search on this topic and didn't find it unfortunately.
It might be a good idea to inform people in the readme, Known Issues page, or somewhere, that "for some unknown reason, users report that win98 doesn't work."
