You can use the undot and/or deen plugins for avisynth instead by editing the AVS header in DVD-RB. Should give better results than the CCE internal smart blur.

There's actually a raft of AviSynth noise-removal smoothers.
I'm new to all this (and so haven't had a time to try 'em all) but have been having good luck with one called "PeachSmoother". Have a look here (http://www.avisynth.org/warpenterprises/#other) for a collection of AviSynth plugins WarpEnterprises has been maintaining for everyone's convenience - deen and undot and peachsmoother are there (and loads of other ones).
