theoretically,can we download a dvd without having to author it etc ... ,change it from mpeg to a dvd type file .What i am asking is "is there a way to download a file that can be burned directly to another dvd without all the hassle

Theoretically anything is possible. To put files on DVD they have to be in a compatable format. Anything that is not compatable will have to be made compatable. Which includes re-encoding, cropping, and editing. So lets say you are downloading video from a family member that they recorded at a wedding. Unless they provide MPEG streams that conform to the DVD spec you are going to have to re-encode. If they are compliant then you just have to repackage. If they provide the VOBs and IFOs etc for their DVD compilation they created it is indeed possible for you to download those and burn them directly to DVD so you can watch the wedding via your DVD player on your TV.
